From value for money to value-based health services: a twenty-first century shift

A WHO policy brief on the value created by health systems, from the perspective of the entire health system.

In this report, the WHO considers how to value health more holistically by working through three levers which act at the system level:

  1. Setting a health benefits package (or an HTA mechanism)
  2. Strategic purchasing (allocating funds to public and private healthcare providers for the health services they deliver)
  3. Integrated people-centred health services (using an approach to care which focuses on what people value)

The WHO concludes that shifting towards value-based health services is an inherent part of the aspiration towards Universal Health Coverage.
